Coaches! Know Your Rules

Date Published:
February 13, 2003

305.03 After the season has been declared open by NSYSL, all games played by members of the League shall be under the jurisdiction of this League and no team or registered player thereof may participate in any other soccer games unless permission is given by the Board of Directors.

305.06 Player commitment: Any player signing a player registration form is bound to that team for the entire seasonal year, September 1st through August 31st, except if a player wishes to transfer from a recreational to a competitive team at the end of the fall recreational season. All transfer rules apply.

305.07 No player shall participate in a game without a valid players’ pass. Any player not having a valid players’ pass shall be considered ineligible. Should any player lose his/her players’ pass, a replacement will be provided by the League upon receipt of payment set by the USYSNV and presentation of another photograph.

306. PLAYER TRANSFER, RELEASE, AND ADDITIONS

The following rules/procedures apply:

306.01 When a player is released, his/her player’s pass must be brought with the proper forms to the League Registrar by the team releasing the player.

306.02 A coach shall be permitted to release a player from his/her own roster only, under special circumstances, which are defined as moving out of state, repeated ungentlemanly conduct at practice sessions and/or games, prolonged injury, or dissolution of the team.

306.03 A player dropped for a medical reason (certification required) may be replaced at any time prior to the freezing of State Cup rosters, as no player may be added or transferred after State Cup rosters are frozen.

306.04 All requests for transfers shall be submitted to the League Commissioner, in writing, on the proper transfer form and signed by the League Registrar, stating the reason for the request and subject to the following conditions:
-Signature of the player and parent guardian.
-Signature of the receiving coach.
-Player must notify the releasing coach and make an honest effort to get his
signature.
-All requests for transfers shall be submitted to the State Registrar after League
approval.

306.05 A competitive team who is entering in the Snickers Nevada State Cup shall be limited to a total of (3) transfers per seasonal year. A recreational team who is entering AMERICAN CUP cannot have any transfers during the seasonal year.
If occasions arise that are not fully covered in the rules, regulations, or by-laws
contained herein, the Board of Directors shall refer to the USYSNV and/or USYSA
rules.

306.06 COMPETITIVE PLAYER DROP/TRANSFER RULE

A competitive player may drop or transfer from one competitive team to another as long as agreed by both coaches, and providing no policies have been broken by either players, parents, or coaches. The current coach has a right to dispute a transfer by not signing the transfer form. The current coach must provide in writing the reason for the dispute.

COACHES: DO NOT SIGN A TRANSFER FORM THAT YOU ARE DISPUTING.

If a transfer is disputed then the transferee is required to attend a hearing with the highest governing committee set up by a pool of non-biased participants. A decision will be made by the committee to allow or deny a transfer to proceed. If the committee allows the transfer to proceed, the transfer will be completed on the following working day of the state office. If the transfer is denied the player will have the choice of remaining on the current team, playing at a recreational level, or sitting out the remainder of the season.
